From e-government to digital Government
Abstract
Major digital technology trends such as big data, analytics, mobility, social media, Internet of Things (IoT) and cloud, lead profound reform of public services, via the Digital Government new paradigm. This shift addresses key transformational principles as the citizen-driven model, the open government principles, the Data Potential Unlocking, the “digital by default” imperative and the digital security challenges. It has also to deal with all barriers encountered when developing d-government initiatives, mostly related to the required ecosystem embracing regulatory, financial, and technical dimensions, and strongly influenced by governance mode, organizational and cultural environments proper to each government and its bodies.
